The Developmental Disabilities State Plan was federally mandated under the basic formula grant to include education for the handicapped, vocational rehabilitation, public assistance, medical assistance, social services, maternal and child health, crippled children's services, and comprehensive health and mental health plans. The program was concerned with all facets of administration, services, training, advocacy planning, and construction. The Plan consisted of a preprinted document, attachments, and materials incorporated by reference. Included are goals, objectives, priorities, policies, service needs, services provided, etc.
